Based in the UK, Antoine launched GPS to leverage decades of expertise and address critical gaps in access to PDMPs and transfusion healthcare, particularly in underserved regions. By collaborating with international communities and governments, GPS works to ensure that life-saving medicines and transfusion services are accessible to patients during their most vulnerable moments.

Dr. Emma Abboud is a distinguished Clinical Pathologist with over 25 years of leadership in laboratory medicine and blood bank operations. Since 1998, she has transformed a startup hospital’s lab and blood bank into state-of-the-art Centre of excellence, pioneering life-saving transfusion protocols and advanced pathogen testing.
Her expertise spans blood bank management, donor recruitment, hemovigilance programs, and rigorous quality control measures aligned with international standards. In laboratory medicine, Dr. Abboud has championed innovations in microbiology, hematology, clinical chemistry, immunology, and molecular biology—elevating diagnostic accuracy and patient outcomes. A graduate of St. Joseph University in Beirut, she specialized in Clinical Pathology and Blood Banking at the American University of Beirut and continually refines her skills through advanced training worldwide. Dr. Abboud remains a vital force in shaping the future of laboratory medicine and transfusion science.
Dr Issam Mansour
Board Member and CAO
Dr. Issam Mansour serves as the Chief Academic Officer (CAO) at Global Plasma Supply LTD, bringing a wealth of experience in biomedical sciences, higher education management, and forensic DNA research. He earned his PhD in Biomedical Sciences from the University Pierre et Marie Curie - Paris VI, focusing on DNA forensics, transplantation biology, and transfusion science.
In 1993, Dr. Mansour established specialized laboratories dedicated to organ transplantation at the Hôtel-Dieu de France in Lebanon. Concurrently, he served as an Adjunct Professor in Immunology and Immunogenetics at both the Medical School and the Faculty of Sciences at Saint-Joseph University.
Dr. Mansour's leadership in academia is further exemplified by his role as the founding Dean of the Faculty of Health Sciences at the American University of Science and Technology in Beirut, starting in 2002. Under his guidance, the faculty developed programs in Forensic Science, Radiological Sciences, Optics and Optometry, and Clinical Laboratory Science.
In 2014, Dr. Mansour joined the Academic University for Non-Violence and Human Rights (AUNOHR) project, contributing to the development of its administrative and academic infrastructure, accreditation processes, and student affairs. His involvement with AUNOHR reflects his commitment to social change and the promotion of non-violence and human rights.
Throughout his career, Dr. Mansour has maintained a high interest in enhancing human quality of life, serving as a career and opportunity developer, and advancing higher education management. Dr Vincent Mazraani

Dr. Vincent Mazraani is a seasoned expert in governance, public health, and regulatory compliance, with over two decades of experience leading international initiatives in healthcare quality and systems management. Holding a Ph.D. in Management Sciences from the University of Lille, alongside advanced degrees in Public Health (MPH, AUB), Strategic Governance (D.E.S), and Business Administration (MBA Paris-Dauphine/Sorbonne/USJ), Dr. Mazraani exemplifies the rare fusion of academic rigor and practical global impact.
As the co-founder and General Manager of Progressus Consult (France) and CTA-Consulting & Training Agency (Lebanon), he has spearheaded consulting programs for institutions including the United Nations, European Union, and the International Committee of the Red Cross (ICRC). His advisory portfolio spans ISO 15189, ISO 9001, ISO 21001, ISO 22301, and other global standards essential to transfusion and plasma operations.
Dr. Mazraani is a certified ISO 9001:2015 Principal Auditor and a recognized national expert on ISO 26000 (Social Responsibility). His membership in multiple ISO technical committees (ISO TC 212 – Clinical Laboratory, ISO TC 176 – Quality Management, ISO TC 268 – Sustainable Development, among others) demonstrates his authority in shaping international regulatory frameworks.
A respected academic, Dr. Mazraani lectures at premier institutions such as Saint Joseph University, AUB, and AUST, and has also contributed to the training of senior officials in national defense and administration. His strategic insight and commitment to ethical, sustainable development make him a cornerstone of GPS’s regulatory and audit framework.

Dr. Patrick has an unmatched set of skills and expertise that cover the public and private sectors including: Strategy design and execution, large scale healthcare transformations (including KSA's vision 2030), Commercial Due Diligences.
Dr. Patrick served as CEO of one of the oldest Private Hospitals in KSA.
